SUMMARY : Requires the Director of the Office of Gang and Youth
Violence Policy (OGYVP), subject to statutory limits and
directives, to consolidate and streamline existing state agency
gang and youth violence grant programs, with a goal of giving
priority to grant programs that employ evidence-based practices.
States that the Director shall create a working group as
specified.
The Senate amendments :
1)Specify that the Director's consolidating and streamlining
efforts are recommendations, and are subject to statutory
limits and directives.
2)Require the Director to create a working group responsible for
advising on the task of streamlining grant programs, as
specified.
3) State that the working group shall consist of representatives
of state offices and of other specified stakeholders.
4)State that OGYVP, not the working group, shall prepare
recommendations on or before March 1, 2010.

5)Specify that the other stakeholders and the working group are
not required to participate in the preparation of the final
report, due on or before June 1, 2010.
6)Substitute "OGYVP" for "working group" as the entity to
recommend procedures that would provide incentives to
implement evidence based practices.
AS PASSED BY THE ASSEMBLY , this bill required the Director of
OGYVP to consolidate and streamline existing state agency gang
and youth violence grant programs with a goal toward giving
priority to grant programs that employ evidence-based practices.
Authorizes the Director to create a working group to assist in
this effort.
FISCAL EFFECT : According to the Senate Appropriations
Committee, codifies existing practice; requires new working
group report; likely minor costs.
If the bill specifies that OGYVP is responsible for the report,
the costs are very minor and absorbable. As written, 14
agencies and departments with varied funding sources are
responsible for the report, and there will likely be minor costs
to those departments.
COMMENTS : According to the author, "The OGYVP, administered by
the California Emergency Management Agency, identifies and
evaluates gang and youth violence programs and strategies, as
well as funding those efforts through the California Gang
Reduction, Intervention, and Prevention Program (CalGRIP). The
OGYVP Director is responsible for reviewing, allocating, and
distributing CalGRIP grants. In creating more efficiency and
accountability in the CalGRIP grant disbursement process, it is
necessary to consolidate the volume of funding streams and give
priority to programs that employ evidence-based practices."

"This measure would require the Director of the Office of Gang
and Youth Violence Policy, subject to statutory limits and
directives, to make recommendations to streamline existing state
agency gang and youth violence grant programs, to create a
working group to assist in this effort, and to develop a final
report on their findings to be submitted to the Legislature on
or before June 1, 2010. While I am supportive of anti-gang
initiatives and programs, this measure would increase costs
associated with the additional workload for the Office of Gang
and Youth Violence Policy at a time when the state can least
afford to do so."
