To the Members of the California State Assembly:

I am returning Assembly Bill 1451 without my signature.

As I indicated last year when vetoing a similar bill by the same
author, until the federal Real ID Act is implemented and the federal
government adopts comprehensive immigration reform, it is
inappropriate to move forward with state law in this area.

For this reason I am unable to sign this bill.
