           Original Committee Reference: TRANS .

SUMMARY : Makes technical corrections to statutes affecting the
Los Angeles County Metropolitan Transportation Authority's
(Metro) procurement authority; grants additional authorities
          relative to public auctions.

The Senate amendments raise the threshold for expected
expenditures, from $2,500 to $3,000, over which Metro must
obtain a minimum of three quotations, either written or oral, so
long as the expected expenditure does not exceed $100,000.

EXISTING LAW sets forth provisions governing procurements and
          contracts entered into by Metro.

AS PASSED BY THE ASSEMBLY , this bill was substantially similar
to the version passed by the Senate.

FISCAL EFFECT : This bill passed out of Senate Appropriations
Committee pursuant to Senate Rule 28.8, negligible state cost.

COMMENTS : According to the author, the purpose of this bill is
to clean up provisions related to Metro's procurement authority
and to remove redundant provisions, provide delegation authority
to Metro's Board of Directors for specific procurement
activities, and authorize Metro to participate in public
auctions, such as those conducted on the internet and with other
          public agencies.
