SUMMARY : Requires, as an urgency measure, a state agency to
accept from a person or entity a registered warrant (RW) issued
by the State Controller that is endorsed by that payee, at full
face value, for the payment of any obligations owed by that
payee to that state agency, as specified, until July 1, 2012.
The Senate amendments :
1)Limit a state agency to accepting only a RW, not any other
forms of indebtedness issued by the State Controller for the
payment of any obligations owed by that payee to that state
agency.
2)Make technical changes.
AS PASSED BY THE ASSEMBLY , this bill required, as an urgency
measure, a state agency to accept from any person or entity a RW
or other similar evidence of indebtedness issued by the State
Controller that is endorsed by that payee, at full face value,
for the payment of any obligations owed by that payee to that
state agency, as specified, until July 1, 2012.
