           SUMMARY  

          This bill requires that on or before July 1, 2011, the  
          Department of Finance (DOF) send a report to the Assembly and  
          Senate Business and Professions Committees that identifies every  
          obsolete and inactive statutorily created state board and  
          commission and determines the reason that board or commission  
          was created in the first place. 

           FISCAL EFFECT  

          Unknown costs between $50,000 and $200,000 GF depending on the  
          scope of the report and how "obsolete" and "inactive" are  
          defined. 

           COMMENTS  

           1)Rationale  . According to the author's office, "Hundreds of  
            boards, commissions, and committees are on the books, but no  
            one's kept track of how many there are.  It simply doesn't  
            make sense to keep non-functioning pieces of government lying  
            around.  This is an easy way to start by cleaning up the codes  
            where there is simply nothing going on, and promotes a vision  
            of a more efficient and leaner shape of government."

           2)Related legislation  .  AB 783 (Anderson) of 2009 requires that  
            all statutorily created state agencies, boards, and state  
            commissions that are funded by General Fund revenues, except  
            for the Franchise Tax Board, be repealed on January 1, 2022.   
            That bill is pending in the Assembly Business and Professions  
            Committee.

            In 2008, AB 1869 (Anderson) would have abolished or  
            consolidated various boards and commissions.  That bill failed  
            passage in the Assembly Business and Professions Committee.
