           SUMMARY  :  Makes a number of technical and non-controversial  
          changes to the laws affecting various health and human services  
          agencies.    

           The Senate amendments  :

          1)Delete the provision clarifying that specialized health care  
            plans and specialized insurance policies, (i.e., dental and  
            vision plans), are not subject to the requirement in existing  
            law to provide coverage for HIV testing.

          2)Specify that the provision authorizing the Department of  
            Managed Health Care (DMHC) to modify, by regulation, the  
            wording of any statutorily mandated notice for purposes of  
            clarity, readability, and accuracy shall not change the  
            substantive meaning of the notice.

          3)Extend, rather than delete, the sunset date for the Local  
            Educational Agency (LEA) Medi-Cal billing option to January 1,  
            2013.

          4)Make clarifying changes to provisions authorizing point-of-use  
            and point-of-entry treatment devices for the removal of  
            contaminants in public drinking water pursuant to federal law.

          5)Add double-jointing language to resolve chaptering conflicts  
            with AB 839 (Emmerson) and SB 359 (Romero).

          6)Make other minor technical and non-substantive changes.

           AS PASSED BY THE ASSEMBLY  , this bill was substantially similar  
          to the version approved by the Senate.

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, DMHC would need $170,000 over the first year of  
          implementation to promulgate regulations to implement its  
          portion of this bill; minor and costs to the Department of  
          Public Health to implement the drinking water policy changes in  
          this bill would be minor and absorbable; and costs for the LEA  
          Medi-Cal Recovery Fund sunset extension in the bill would be  
          fully offset by LEA Federal Medicaid funds.
