                                 SUBJECT OF BILL  
          Veterans: service providers

                                   PROPOSED LAW  
          Give grant preferences to those social service providers  
          that provide services to veterans and establish the  
          Veterans' Service Fund within the state treasury. 

                           EXISTING LAW AND BACKGROUND  
             1.   Provides certain services and benefits for  
               veterans.

             2.   Allows qualifying entities to provide services.

             3.   Entities qualified to provide services are allowed  
               to receive state grants.

                                         
                                    COMMENT
            1. This bill requires preference be given to a qualified  
             entity by a state department when awarding a grant for a  
             project that would provide social services to veterans. 

           2. CDVA would certify entities as qualified.

           3. Charges CDVA with auditing certified nonprofit  
             organizations and sharing audit information.

           4. Establishes a donation fund in the State Treasury.
