SUMMARY : Places either Assembly Constitutional Amendment 4 or
Senate Constitutional Amendment 10 on the November 6, 2012
ballot. Stipulates the ballot label language.
Urgency Clause. Declare this bill take effect immediately as an
urgency statute.
AS PASSED BY THE ASSEMBLY , this bill was a vehicle for 2010
Budget Legislation.
FISCAL EFFECT : Unknown. Presumably some small absorbable state
costs associated with adding this measure to the 2012 Statewide
General Election ballot
COMMENTS : ACA 4 and SCA 10 are identical versions of the
"budget reform" proposal that is part of the 2010-11 Budget
package. If either of these provisions are adopted by the
Legislature this bill allows that amendment to be considered in
the 2012 General Election rather than the next occurring
statewide election.
The ballot label language prescribed by this bill would be
identical to the label used for Proposition 1A of 2009.
