To the Members of the California State Assembly:

I am returning Assembly Bill 1647 without my signature.

This bill is similar to legislation I have vetoed twice before in the
past because there is no evidence that regulating the use of the
term "certified athletic trainer" poses any threat to the public
health and safety.

For this reason, I am unable to sign this bill.
