To the Members of the California State Assembly:

I am returning Assembly Bill 1712 without my signature.

This bill would undermine the ability of a local governing board to
make staffing decisions based on its priorities and needs.  These
provisions should be negotiated through the collective bargaining
process, rather than imposed by state law.

For these reasons, I am unable to sign this bill.
