SUBJECT : Placer County Integrated Health and Human
Services Pilot

DIGEST : This bill extends the sunset date on Placer
Countys integrated health and human services program from
July 1, 2011, to July 1, 2016.
Senate Floor Amendments of 8/20/10 delete the prior version
of the bill relating to disaster assistance, as specified,
for wildfires that began in Placer County, and, instead,
extend the sunset for Placer County's integrated health and
human services program.
ANALYSIS : Existing law requires Placer County, upon
approval of the county, and with the assistance of the
appropriate state departments, to implement a pilot program
for the funding and delivery of services and benefits
through an integrated and comprehensive county health and
human services system. Under existing law, these
provisions become inoperative on July 1, 2011, and are

repealed on January 1, 2012.
Comments
This bill responds to the Governor's veto of AB 2039
(Logue), 2009-10 Session, which would have made permanent
the authority for Placer County to operate its integrated
health and human services program, which has been in pilot
status since it was first authorized in 1996. The
Governor's veto stated: "I do not believe it is
appropriate to permanently extend this program without some
ability to periodically evaluate its usefulness and
effectiveness."
The current program authority expires on July 1, 2011. As
a result, the author has gutted and amended this bill, so
that the program will have continued authority to operate
until July 1, 2016. This bill, as amended, is the third
five-year extension of Placer County's program authority.
