SUBJECT : Santa Clara Valley Transportation Authority.
SUMMARY : Authorizes the Santa Clara Valley Transportation
Authority (SCVTA) to enter into agreements with any city within
its territory or within the County of Santa Clara to improve a
street, road, highway, or expressway under the jurisdiction of
the city or county; specifically provides that this authority
does not apply to highways under the jurisdiction of the state,
unless specifically permitted elsewhere in statute.
EXISTING LAW :
1)Establishes SCVTA as the transit district and the congestion
management agency in Santa Clara County.
2)Authorizes SCVTA to construct and improve state and local
highways for projects identified in a countywide
transportation expenditure plan associated with a local
transportation sales tax program.
3)Authorizes cities and counties, generally, to enter into
agreements to construct, repair and maintain each other's
highways.
FISCAL EFFECT : None
COMMENTS :
1)AB 1784 would provide SCVTA with the authority to manage the
construction of improvement projects on local roadways under
the jurisdiction of the cities within Santa Clara County or
the county itself, if the individual jurisdictions asked SCVTA
to do the work on their behalf. According to the author, some
of the smaller cities in Santa Clara County may not have the
in-house resources to manage construction of local road
improvements. SCVTA, however, has a construction division
that has the expertise to oversee large and small scale
transportation capitol improvement projects. By granting
SCVTA the authority to do work for others within the county,

the author asserts that this bill could avoid having local
transportation projects delayed for the lack of in-house city
or county resources.
2)Support Arguments . The sponsor, SCVTA, states that AB 1784
will help to jump start stalled local roadway improvement
projects.
3)Opposition Arguments . None at this time
4)This bill was heard in the Assembly Transportation Committee
on March 22, 2010, and passed with a 14-0 vote.
