To the Members of the California State Assembly:

I am returning Assembly Bill 1791 without my signature.

Redevelopment funds should be used solely for the purpose of
eliminating blight in California's urban neighborhoods.  This bill
would authorize the use of redevelopment funds on a project that does
not meet the statutory definition of blight nor located in an urban
or developed area.  Since this bill would violate the primary purpose
of redevelopment law, I cannot sign this bill.

For this reason I am unable to sign this bill.
