To the Members of the California State Assembly:
I am returning Assembly Bill 1799 without my signature.
Current law allows an individual to obtain a replacement vote by mail
ballot when an original has been lost or damaged. Under these
provisions the voter must sign a statement under penalty of perjury
that the original ballot was never received, lost, or damaged. This
bill would remove this important safeguard against fraud. It may be
convenient to remove this requirement; however, it does not protect
the integrity of our elections process.
For this reason, I am unable to sign this bill.
