           SUMMARY  :  Allows a client to request a home inspection to be  
          accompanied by a Home Energy Rating System (HERS) energy audit.

           The Senate amendments  delete the minimum requirements of a HERS  
          energy audit, and instead: 

          1)Require a HERS energy audit to comply with the specified  
            standards established by the California Energy Commission  
            (CEC) for HERS California home energy audits.

          2)Make technical and clarifying amendments. 

           EXISTING LAW  :  

          1)Allows an individual to request an energy efficiency  
            inspection as part of a home inspection.

          2)Requires the CEC to establish specified standards related to a  
            statewide home energy rating program for residential  
            dwellings, known as the HERS program.

           AS PASSED BY THE ASSEMBLY  , this bill allowed a client the option  
          to request an energy efficiency report or a HERS California home  
          energy audit, as specified, as part of a home inspection. 

           FISCAL EFFECT  :   Unknown.  This bill is keyed non-fiscal.

           COMMENTS  :  This bill was substantially amended in the Senate and  
          is consistent with Assembly actions.
