          BILL SUMMARY: AB 1824 prohibits the sale or use of chemicals  
          that are detrimental to sewage disposal systems in chemical  
          toilets, recreational vehicles, or waste facilities of vessels.  
          The bill defines six specific chemicals that are detrimental to  
          a sewage disposal system and authorizes the Department of Toxic  
          Substances Control to identify additional chemicals.

          STAFF COMMENTS: 
          
          Users of recreational vehicles or vessels often dispose of the  
          contents of their sewage systems into septic systems at  
          recreational vehicle parks or harbors and marinas. Introducing  
          non-biodegradable toxic chemicals into these septic systems can  
          kill the bacteria that are used to break down wastes in the  
          septic system, eventually causing the system to fail and  
          potentially contaminating local groundwater supplies.

          Under current law, non-biodegradable toxic chemicals may not be  
          used in chemical toilets, recreational vehicles, or waste  
          facilities. Current law prohibits the stale of non-biodegradable  
          toxic chemicals in containers that indicate the chemical could  
          be used in a chemical toilet, recreational vehicle, or a waste  
          facility in a vessel. The Department of Toxic Substances Control  
          is authorized to designate, through regulation, chemicals that  
          are non-biodegradable toxic chemicals. Under this authority, the  
          Department has designated nineteen chemicals as being  
          non-biodegradable toxic chemicals.

          AB 1824 prohibits the sale of a chemical that is detrimental to  
          a sewage disposal system in a container that indicates the  
          chemical could be used in a chemical toilet, recreational  
          vehicle or vessel. The bill prohibits the use of chemicals that  
          are detrimental to sewage systems in a chemical toilet,

          recreational vehicle, or vessel. The bill designates six  
          specific chemicals as being detrimental to a sewage system and  
          authorizes the Department, by regulation, to designate  
          additional chemicals.

          The Department anticipates enforcing the requirements of the  
          bill in a complaint-driven process. The cost to respond to  
          complaints and to analyze products pursuant to those complaints  
          is estimated to be about $40,000 per year.
