To the Members of the California State Assembly:

I am returning Assembly Bill 1838 without my signature.

This bill would expand an existing pilot program which allows local
authorities to file unlawful detainer actions for specified
activities, to include San Joaquin County. Notwithstanding the merits
of this bill, given the current fiscal condition of the state, I
cannot sign this bill as it could potentially create General Fund
costs to cover increased caseloads to the courts.

For this reason, I am returning this bill without my signature.
