           SUMMARY  

          This bill requires the Department of General Services (DGS) to  
          revise all public forms that collect demographic data to include  
          information related to sexual orientation, domestic partnership  
          status, and gender identity. Specifically, this bill: 

          1)Requires DGS to provide notice to all state agencies that in  
            the course of revising public forms all forms that collect  
            demographic data must include the appropriate voluntary  
            self-identification information such as sexual orientation,  
            domestic partnership status, and gender identity, including an  
            identification of both the current gender identity and the  
            gender assigned at birth. 

          2)Makes findings and declarations including the fact that  
            California does not consistently collect demographic data  
            related to sexual orientation or gender identity. 

           FISCAL EFFECT  

          Workload and printing costs between $3 million and $12 million  
          GF for all departments to review and update a portion of the  
          approximately 20,000 forms used in state government. This  
          estimate assumes that about 10% of the forms will be affected by  
          this legislation and that the expenditures would be spread over  
          a number of years.

           COMMENTS  

           Rationale  . According to the author's office, "Currently, there  
          is an absence of demographic information about California's

          lesbian, gay, bisexual, and transgender population.  This  
          information deficit is largely due to the limited avenues for  
          state agencies to collect data from this community.  California  
          already collects demographic information from various minority  
          groups."
