          CONCURRENCE IN SENATE AMENDMENTS

           SUMMARY  :   Requires state agencies, the Department of General  
          Services, and the office of the State Chief Information Officer  
          (OCIO) to post specified audits and contracts to the state's  
          Reporting Transparency in Government Internet Web site  
          (Reporting Web site).  

           The Senate amendments  :

          1)Exempt the Lieutenant Governor, Attorney General, Secretary of  
            State, Treasurer, or Controller (Officers) from the  
            requirements of this bill, if he or she posts the required  
            information, as specified, on his or her official Internet Web  
            site.

          2)Require Officers to post the following information on his or  
            her official Internet Web site:

            a)   The contract number;

            b)   The phrase "CPRA [California Public Records Act]  
                   exemption claimed"; and,

        c)   Other identifying information sufficient to enable to person  
               to submit a request for the information pursuant to the  
               CPRA, for purposes of testing the exemption claimed for the  
               information.

          3)Require the OCIO, when an Officer elects to post the required  
            information to their official Internet Web site, to provide a  
            clearly labeled link to the Officer's Internet Web site on the  
            reporting Web site.

          4)Make clarifying changes.

           EXISTING LAW  requires public records to be open to public  
          inspection, subject to specific exemptions.

           AS PASSED BY THE ASSEMBLY  , this bill is substantially similar to  
          the version approved by the Senate.

          Committee.
