SUBJECT
Ronald Reagan Centennial Commission.
DESCRIPTION
AB 1911, an urgency bill, establishes the Ronald Reagan
Centennial Commission (commission) to celebrate the 100th
anniversary of the birth of Ronald Reagan, as specified.
Specifically, the bill:
1)Establishes the nine member Commission as follows:
a) President pro Tempore of the Senate, the Minority
Leader of the Senate, the Speaker of the Assembly, and
the Minority Leader of the Assembly, or his or her
respective designee;
b) One appointee of the Governor; and,
c) Four appointees by the Ronald Reagan Presidential
Foundation, including one individual who served in
Ronald Reagan's Presidential Administration, one
individual who served in Ronald Reagan's Gubernatorial
Administration, and a former Governor.
2)Requires the Commission to recommend appropriate means to
allow Californians to celebrate Reagan's life by
honoring, promoting, and remembering his achievements for

this state and country.
3)Prohibits the Commission from using public funds and
requires the Commission to be solely supported by private
funds.
4)Takes effect immediately as an urgency measure.
EXISTING LAW
Existing law provides for the establishment of various
commissions within state government.
BACKGROUND
Purpose of this bill . According to the author's office, "AB
1911 creates the Ronald Reagan Centennial Commission which
will be tasked with developing appropriate means to honor
and promote the 100th anniversary of Ronald Reagan's birth.
Born in 1911, Ronald Reagan is the only person to have
served as both the Governor of California and the President
of the United States. Having been one of the most
influential Californians in history, Ronald Reagan deserves
special recognition for his service."
Background . There have been several resolutions, HR 22
(Garrick, 2010), HR 6 (Garrick, 2009), HR 23 (Garrick,
2008), and HR 6 (Strickland, 2007), all of which
commemorate Ronald Reagan's birthday which have all been
adopted, but there has not been a bill creating a
Commission.
Staff comment . The centennial celebration of Ronald
Reagan's birth is on February 6, 2011. The author may wish
to consider a sunset date in the bill of January 1, 2012.
