To the Members of the California State Assembly:
I am returning Assembly Bill 1914 without my signature.
This bill is unnecessary because clarification can be provided
administratively.  In fact, an all-county letter on this issue is
already being prepared by the Department of Social Services.  The
Department will also work with the counties where constituents have
complained about inappropriate food stamp denials.
For these reasons, I am unable to sign this bill.
