   An act relating to community colleges.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1917, as introduced, Davis. Community colleges.
   Existing law establishes the California Community Colleges, under
the administration of the Board of Governors of the California
Community Colleges, as one of the segments of public postsecondary
education in this state. Existing law establishes community college
districts throughout the state, and authorizes these districts to
maintain and operate community college campuses at which they provide
instruction to students.
   This bill would express findings and declarations of the
Legislature relating to the number of community college students in
this state who are able to attain degrees or transfer to another
institution of higher education. The bill would express the intent of
the Legislature to enact legislation to require the California
Community Colleges to establish a statewide system for improving
transfer rates among community college students.
   Vote: majority. Appropriation: no. Fiscal committee: no.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  (a) The Legislature finds and declares that, according
to a recent study, California Community Colleges enroll nearly
one-fourth of all community college students in the United States,
but less than one-fourth of students seeking degrees at these
colleges attain their goal or transfer to another institution within
six years.
   (b) It is the intent of the Legislature to enact legislation to
require the California Community Colleges to establish a statewide
system for improving transfer rates among community college students.
