To the Members of the California State Assembly:

I am returning Assembly Bill 1923 without my signature.

This bill allows the Public Utilities Commission (CPUC) to use funds
allocated for the California Solar Initiative Research, Development,
and Deployment program to be used for solar panel anti-theft
technologies.

This bill is unnecessary.  The CPUC's existing program does not
preclude them from awarding funds to anti-theft technologies, should
they apply as part of a competitive solicitation.  As such, this bill
simply creates a bad precedent by placing in statute specific uses
for these funds.

For these reasons, I am unable to sign this bill.
