SUMMARY
This bill transfers responsibility for adopting regulations
related to building standards for health facilities from the
California Department of Public Health to the California
Building Standards Commission (Commission).
FISCAL EFFECT
Minor absorbable workload to the Commission and a minor
reduction in workload for the Department of Public Health (DPH).
COMMENTS
1)Rationale . This bill is sponsored by DPH to transfer
responsibility for building standards for health facilities
such as hospitals and clinics from DPH to the Commission.
According to the author and sponsor the Commission is the more
appropriate entity to administer Title 24 regulatory
activities. Under current law DPH provides construction
guidance for health facilities infrequently.
2)An amendment to be adopted in committee addresses a concern of
the Commission regarding regulatory language in the bill.
3)Background . The Commission is an independent entity within the
California Consumer Services Agency. The Commission reviews
and approves building standards per Title 24 regulations.
Title 24 regulations govern three types of building standards:
those adopted by state agencies, adapted from national model
codes, and authorized by the Legislature to address particular
