To the Members of the California State Assembly:
I am returning Assembly Bill 2018 without my signature.
This bill is unnecessary since the exact same language was adopted by
the 2010-11 Budget Conference Committee and included in the Human
Services Omnibus Trailer bill.
For this reason, I am unable to sign this bill.
