CONCURRENCE IN SENATE AMENDMENTS

SUMMARY : Prohibits the Department of General Services (DGS)
from approving a new vehicle purchase without receiving a
written and signed certification from the secretary, director,
or that person's designee of the respective agency or department
requesting the vehicle purchase, and verifying that the purchase
is vital and mission critical.
The Senate amendments :
1)Delete the requirement that Department of Finance (DOF)
approve the vehicle purchase request.
2)Permit, in addition to a secretary or director of an agency or
department, that person's designee to sign a written
certification.
3)Require a certification to state that the purchase is vital
and mission critical for the agency or department, and include
the date, title, and the signature of the person authorizing
the purchase.
EXISTING LAW provides that no surplus mobile equipment may be
acquired from any source by any state agency for program support
until DGS has investigated and established its need.
AS PASSED BY THE ASSEMBLY , this bill prohibited a state agency
or department, including DGS, from purchasing new vehicles
without the approval of the DOF and the secretary or director of
the agency or department requesting the purchase.
FISCAL EFFECT : According to the Senate Appropriations
Committee, pursuant to Senate Rule 28.8, negligible state costs.

COMMENTS : This bill was amended in the Senate and is consistent
with Assembly actions.
