           SUBJECT  :    Placer County integrated health and human  
          services program

           DIGEST  :    This bill deletes the July 2011 sunset date for  
          the Placer County integrated health and human services  
          program.

           ANALYSIS  :    SB 1846 (Leslie), Chapter 899, Statutes of  
          1996, created the integrated pilot program for Placer  
          County.  This pilot program allows 16 otherwise individual  
          contracts, allocations, and reporting methods to be  
          consolidated into one contract.  This reduces the amount of  
          administrative time needed to monitor and maintain the

          contracts at both the county and the state level.  After  
          nearly 15 years of operation, this bill allows Placer  
          County to make this pilot project permanent, thus allowing  
          them to maintain the efficiencies they have achieved by  
          consolidating contracts and programs.

           Existing law
           
          1. Authorizes Placer County to implement a pilot program  
             upon approval of the county for the funding of services  
             and benefits through an integrated and comprehensive  
             county health and human services system.

          2. Provides that the program shall become inoperative on  
             July 1, 2011, and repeals the authorizing statute as of  
             January 1, 2012, unless the dates are repealed or  
             extended by statute on or before January 1, 2012.

          This bill deletes references identifying the Placer County  
          integrated health and services program as a pilot project  
          and deletes the dates upon which the program becomes  
          inoperative and is repealed, thus extending its operation  
          indefinitely.

           ARGUMENTS IN SUPPORT  :    According to the sponsor, the  
          Placer County Board of Supervisors, the "Placer Model of  
          integrating child welfare, mental health, probation, and  
          education case management "has resulted in significant  
          efficiencies and improved outcomes reducing the recurrence  
          of abuse and neglect.  Since 2005, this integrated approach  
          has resulted in a 20 percent reduction in the number of

          children needing to enter foster care and contributed to  
          over 100 children finding stable loving homes with adoptive  
          parents ...."  The sponsor notes that the program "is  
          nationally recognized and has achieved excellent outcomes  
          for children and families in the County."
