To the Members of the California State Assembly:
I am returning Assembly Bill 2042 without my signature.  This bill is
premature and potentially unnecessary because the federal government
is currently working with states, including California, to establish
a process for the annual review of unreasonable premium rate
increases.   My Administration has received funding to undertake this
comprehensive effort which I believe will address the problem in a
more appropriate and consistent manner.
For this reason, I am unable to sign this bill.
