   An act to add Section 10290.4 to the Public Contract Code,
relating to public contracts.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2052, as introduced, Hayashi. State surplus personal property:
centralized sale.
   Existing law requires the Department of General Services to
perform various functions and duties with respect to state property,
and authorizes that department to sell, lease, exchange, or transfer
specified parcels of real property throughout the state.
   This bill would require the department to establish a program to
centralize the sale of state surplus personal property using the best
available technology, including, but not limited to, the Internet.
This bill would also require the department to impose an additional
charge on each item of state surplus personal property that is sold
to recover its costs in establishing the program.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 10290.4 is added to the Public Contract Code,
to read:
   10290.4.  The Department of General Services shall establish a
program to centralize the sale of state surplus personal property
using the best available technology, including, but not limited to,
the Internet. The department shall impose an additional charge on
each item of state surplus personal property that is sold under this
section to recover its costs in establishing the program.
