BILL SUMMARY: AB 2214, an urgency measure, requires the Santa
Monica Mountains Conservancy to prepare a feasibility study for
the development of a greenbelt around the Pacoima Wash, a
tributary of the Los Angeles River.

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense File.
AB 2214 requires the Santa Monica Mountains Conservancy to
prepare a feasibility study regarding the development of a
greenbelt around the Pacoima Wash, a tributary of the Los
Angeles River. The feasibility report is due by June 1, 2012.
The bill requires the Conservancy to prepare the study within
existing resources or donations from private sources.
Staff estimates the cost to prepare the feasibility study to be
between $50,000 and $100,000. While the bill requires the study
to be prepared within existing resources, any resources
allocated to preparing the report will reduce other Conservancy
activities.
In addition to the direct costs of the bill, the development of
the feasibility report may put cost pressure on existing bond
funds to acquire additional property or develop the greenbelt.
The potential costs of those activities are unknown.
This bill is an urgency measure.
