   An act to add Section 8591.5 to the Government Code, relating to
emergency services.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2238, as introduced, Coto. Emergency services: California
Earthquake Prediction Evaluation Council.
   The California Emergency Services Act establishes the California
Emergency Management Agency within the office of the Governor, under
the supervision of the Secretary of California Emergency Management.
The act provides that it does not prevent the Governor or the
secretary from formally recognizing committees or boards established
by or with segments of the private sector or public agencies that
control facilities, resources, or the provision of services essential
to the mitigation of the effects of an emergency or recovery from an
emergency.
   This bill would establish in the agency the California Earthquake
Prediction Evaluation Council. The bill would require that the
council, in conjunction with the California Integrated Seismic
Network, review earthquake predictions and forecasts and advise the
Governor.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 8591.5 is added to the Government Code, to
read:
   8591.5.  (a) There is established in the California Emergency
Management Agency the California Earthquake Prediction Evaluation
Council.
   (b) The council shall be composed of ____.
   (c) In conjunction with the California Integrated Seismic Network,
the council shall review earthquake predictions and forecasts and
advise the Governor of those earthquake predictions and forecasts
having scientific validity.
   (d) Members of the council shall be entitled to receive actual and
necessary expenses incurred in the performance of their duties.
