           SUMMARY  

          This bill codifies the existing California Earthquake Prediction  
          Evaluation Council as an advisory council under the California  
          Emergency Management Agency (CalEMA). 

           FISCAL EFFECT  

          1)Council members are voluntary and only receive reimbursements  
            for actual expenditures.  Therefore costs associated with the  
            council are minor and absorbable within existing CalEMA  
            resources.

          2)Workload associated with staffing the council is absorbable  
            within existing CalEMA resources. 

           COMMENTS  

           Purpose  . The council is currently referenced in several places  
          in statute.  However, there is nothing in the statute that  
          creates the council or describes its duties.  This bill is  
          intended to establish the council in statute and state that its  
          duties are to advise the governor on the scientific validity of  
          earthquake and volcano predictions.
