To the Members of the California State Assembly:

I am returning Assembly Bill 2245 without my signature.

This bill would prohibit a motor vehicle from being equipped with an
aftermarket horn that emits a sound greater than 110 decibels.

This bill is unnecessary.  Current law already prohibits a motor
vehicle's horn from emitting an unreasonably loud or harsh sound.

For this reason, I am unable to sign this bill.
