           COMMENTS

Rationale . This is a "housekeeping" bill sponsored by CalSTRS.
It is intended to facilitate efficient administration of the
CalSTRS programs, and to clear up ambiguities and
inconsistencies in the education code relating to the
          administration of teachers' retirement law.
