SUMMARY
This bill requires urban water suppliers that provide water to a
military installation consider an executive order (EO) on water
conservation that is more recent than the EO currently specified
in law.
FISCAL EFFECT
Negligible.
COMMENTS
1)Rationale . Existing law concerning urban water suppliers
directs them to consider an EO signed by former-President Bush
in 2007. This bill updates the law to reflect a more recent
EO concerning water conservation signed by President Obama in
2009.
2)Background . State law establishes the goal of reducing urban
water use by 20% by December 31, 2020. Urban retail water
suppliers are to develop urban water use targets that will
cumulatively result in the 20% water use reduction.
Existing law directs urban retail water suppliers that provide
water to a military installation to consider that
installation's requirements under federal Executive Order
13423 when developing water use plans. That EO was signed by
former and order signed by former President Bush in 2007 and
set water conservation targets that federal agencies were to
have met by 2015. Last year, President Obama signed an EO
establishing water conservation goals for federal agencies for
