SUBJECT: Water conservation: urban retail water suppliers.
BACKGROUND AND EXISTING LAW
One of the bills in the water package passed last November in
the 7th Extraordinary Session was SBX7 7 (Steinberg). That
bill, among other things, requires the state to achieve 20%
reduction in urban per capita water use by December 31, 2020.
The bill provided that urban retail water supplier's
implementation plan consider the United States Department of
Defense military installation's requirements under a specific
federal executive order.
PROPOSED LAW
The bill corrects a reference to a federal executive order on
how the military should be treated in the water conservation
bill.
ARGUMENTS IN SUPPORT
This bill would correct the reference to the federal executive
order.
ARGUMENTS IN OPPOSITION: None
COMMENTS
Bill Conflicts. Provisions in this bill conflict with a number
of other bills, not the least of which is this Committee's
Committee Bill (SB 1478). Specifically, this bill includes
similar but different language to SB 1478's on how to correct
the reference to the federal executive order. Most
significantly, it not only corrects the specific reference to
the executive order affecting the military, it adds a provision
that requires the urban retail water supplier to consider any
other applicable executive order governing water conservation by

any federal agencies. To avoid conflicting language and
chaptering issues, this Committee may wish to amend the bill to
conform to the language in SB 1478.
SUGGESTED AMENDMENT: On page 2, line 21, delete "and any other
applicable presidential executive order governing water
conservation by federal agencies".
