SUMMARY : Updates requirements for urban water suppliers to
consider military base water conservation targets set by
Presidential Executive Order. Specifically, this bill changes a
reference from Presidential Executive Order 13423 to
Presidential Executive Order 13514 and any future presidential
order governing water conservation by federal agencies.
The Senate amendments delete the reference to future
presidential orders in order to remove a conflict with SB 1478
(Senate Natural Resources and Water Committee).
EXISTING LAW :
1)Directs the state to achieve a 20% reduction in urban per
capita water use in California by December 31, 2020.
2)Requires urban retail water suppliers to develop urban water
use targets that will cumulatively result in the 20% reduction
referenced above.
3)Directs an urban retail water supplier that supplies water to
a military installation to consider that installation's
requirements under federal Executive Order 13423.
FISCAL EFFECT : None
AS PASSED BY THE ASSEMBLY, this bill made technical changes to
reference to the current Presidential Executive Order governing
federal agency water conservation and any future orders.
COMMENTS : Executive Order 13423, signed by President Bush on
January 26, 2007, required federal agencies to reduce water
consumption intensity 6% by the end of fiscal year (FY) 2015.

Executive Order 13423 was replaced by Executive Order13514,
signed by President Obama on October 8, 2009, which increases
that goal to 26% by the end of FY 2020.
The Assembly version of the bill included language which stated
that not only Executive Order 13514 should be considered but
"any other applicable presidential order governing water
conservation by federal agencies." Senate Natural Resources and
Water Committee removed that language to avoid a conflict with
the Committee's own bill, SB 1478.
This bill has passed on consent in every committee and on the
Assembly floor. There is no known opposition.
