STAFF COMMENTS: For Vote Only.
The Air Resources Board has eleven members, appointed by the
Governor and approved by the Senate. The Chair of the Air
Resources Board is a full time position, while the remaining
members are part-time members. Current law specifies required
backgrounds for members of the Board. For example, one member
must have training in automotive engineering, one member must be
a physician or have expertise in public health, two members
represent the general public, and five members represent the
various regional air pollution control districts.
AB 2328 requires that at least one member of the Board be a
current or former small business owner, as defined in the
Government Code. (This does not replace any of the existing
prerequisites for membership. In other words, at least one of
the members of the Board, who fulfills the existing
prerequisites, must also be a small business owner.)
AB 2328 will sunset on January 1, 2016.
The Air Resources Board indicates that there will be negligible
costs associated with the bill.
This bill was heard on August 2nd and failed passage (4-5).
Reconsideration was granted (9-0).
