To the Members of the California State Assembly:

I am returning Assembly Bill 2362 without my signature.

This bill would clarify that soft-story buildings are among the types
of buildings which redevelopment agencies may provide seismic
retrofitting.

This bill is not needed.  Current law already allows redevelopment
agencies to provide for seismic retrofitting in unreinforced masonry
buildings, historical buildings, and all other buildings, which
includes soft-story buildings.

For this reason I cannot sign this bill.
