To the Members of the California State Assembly:
I am returning Assembly Bill 2456 without my signature.
This bill is unnecessary because the Emergency Medical Services
Authority currently has the ability to promulgate regulations to
administer a statewide emergency response system.  California's
diverse geography and population demands a greater degree of
flexibility that this bill cannot provide.
For this reason, I cannot sign this measure.
