To the Members of the California State Assembly:
I am returning Assembly Bill 2458 without my signature.  This bill
would result in unfunded costs to the Franchise Tax Board and revenue
losses to the state General Fund.  In addition, the Franchise Tax
Board already has the authority to work out a payment plan for any
individual or organization issued an underpayment penalty.
For these reasons, I am unable to sign this measure.
