To the Members of the California State Assembly:
I am returning Assembly Bill 2460 without my signature.
While I appreciate the author's intent behind this bill, I am
troubled that the bill essentially seeks to eliminate the penalty for
an illegal act with an illegal substance.  Unlike similar
legislation pending this year relating to alcohol and underage youth,
this bill essentially grants immunity to all individuals using
illegal substances.  The bill also fails to address problematic,
high-risk drug use and behavior.  Accountability, and the need for
the legal consequences arising from such high-risk behavior, is
eliminated under this bill.
For these reasons, I cannot sign this bill.
