                 AB 2473 (Huber) - As Introduced:  February 19, 2010
           
          SUBJECT  :   Capital area planning.

           SUMMARY  :   Requires the Department of General Services (DGS) to  
          annually request demographic data from the Controller on state  
          employees working in Sacramento County, beginning January 1,  
          2011.  Specifically,  this bill  :  

          1)Requires DGS to request, and the Controller to provide on or  
            before July 1 of each year, the name of each state agency and  
            the number of its employees residing in each zip code within  
            the metropolitan area and within each incorporated city in  
            Sacramento County. 

          2)Requires DGS to provide the Legislature the information above  
            in an existing report to the Legislature. 

           EXISTING LAW  : 

          1)Establishes the "Capitol Area Plan" (Plan) as the official  
            state master plan for development in the central city of  
            Sacramento for the location of state buildings and other  
            improvements.  The Plan serves as a guide for future state  
            policy in the location of state buildings and other facilities  
            in the metropolitan area.

          2)Requires DGS to report to the Legislature annually on the  
            Plan. 

           FISCAL EFFECT  :   Unknown

           COMMENTS  :   

           Purpose of this bill  .  According to the author's office, "DGS  
          currently does not consider the residential locations of the  
          majority of their workforce when planning for the construction  
          or acquisition of new state buildings.  As a result, communities  
          with the highest concentration of state workers often have to  
          travel further distances to get to work.  This increases traffic  
          congestion, vehicle emission levels?

          "Making this information available would allow these communities  
          access to better understand where state workers are  
          concentrated, which agencies and departments they are employed  
          and allow them to make transportation related decisions that  
          would aid complying with AB 32 (Nunez), Chapter 488, Statutes of  
          2006, reducing emissions and other transportation related  
          decisions."

           Background  .   AB 1006 (Buchanan) of 2009 would have required DGS  
          to consider specified factors in selecting a location for the  
          lease, lease with the option to purchase, construction, or  
          purchase of a state building in excess of 10,000 square feet.   
          The Governor vetoed AB 1006 and stated in his veto message:   
          "This bill requires the state to consider the residential  
          location of the workforce to be housed in the building, giving a  
          priority to areas that can demonstrate the highest reduction of  
          miles traveled by its workforce.  This bill is unnecessary, as  
          DGS already considers a number of factors when considering where  
          to locate a building.  Further, I believe the highest priority  
          for locating state buildings is, and should remain, the ability  
          to provide services to the citizens of California."

          State agencies are responsible for selecting building sites,  
            based on various factors, including: cost to purchase or  
            lease, availability of buildings, and number of agency  
            employees.  

           Prior Legislation  .  AB 1006 (Buchanan) of 2009 would have  
          required DGS to consider specified factors in selecting a  
          location for the lease, lease with the option to purchase,  
          construction, or purchase of a state building in excess of  
          10,000 square feet.  This bill was vetoed.
