SUMMARY : Authorizes a licensee or registrant whose license
expired while on active duty as a member of the California
National Guard (CNG) or the United States Armed Forces (USAF) to
reinstate his or her license without examination or penalty, as
specified.
The Senate amendments recast the Assembly version of the bill
to:
1)Authorize a licensee or registrant whose license expired while
on active duty as a member of the CNG or the USAF to, upon
application, reinstate his or her license without examination
or penalty, unless the licensing agency determines that the
applicant has not actively engaged in the practice of his or
her profession while on active duty, in which case the
licensing agency may require the applicant to pass an
examination.
2)Make conforming changes.
EXISTING LAW :
1)Establishes various boards and bureaus for professional
licensure under the Department of Consumer Affairs (DCA).
2)Authorizes a licensee or registrant who permitted his or her
license to expire while serving in any branch of the armed
services of the U.S. during a period of war, as defined, to
upon application, reinstate his or her license without
examination or penalty if certain requirements are satisfied.
AS PASSED BY THE ASSEMBLY , this bill waived the penalty fee for
late renewal of professional state licenses subject to
AB 2500

regulation by a board, bureau, or entity under the DCA for
members of the CNG or the USAF, who are on active duty at the
time of the lapse of the license. This bill is substantially
similar to the version approved by the Senate.
FISCAL EFFECT : According to the Senate Appropriations
Committee, per Senate Rule 28.8, negligible state costs.
