To the Members of the California State Assembly:
I am returning Assembly Bill 2540 without my signature.
I vetoed a similar measure last year.  Given the passage of federal
health reform and other legislation that I plan on signing relating
to rescission of coverage, this bill is unnecessary.  I would also
point out that continuing to provide funding to the Managed Risk
Medical Insurance program will be unnecessary after 2014 as well.
For these reasons, I am unable to sign this bill.
