BILL SUMMARY: AB 2551, an urgency measure, would enact the
California Health Workforce Development Act of 2010 and would
require the California Workforce Investment Board (CWIB) and the
Office of Statewide Health Planning and Development (OSHPD) to
establish the Health Workforce Development Council which would
develop a strategic health workforce initiative.

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense File.
This bill would require CWIB and OSHPD to jointly establish a
special committee to be known as the Health Workforce
Development Council (Council) whose membership would include
representatives from CWIB, including their K-12, Employment
Development Department (EDD), and California Community Colleges
(CCCs) representatives, OSHPD, and the California Department of
Public Health (CDPH). The council would be required to develop a
strategic initiative, which would include identifying and
developing the framework, funding, strategies, programs,
policies, partnerships, and opportunities necessary to address
the growing need for a highly skilled and well-trained health
workforce. The council would also be tasked with providing
policy guidance, fostering regional collaboration in the health
sector, and identifying funding resources and making
recommendations on how to expand and leverage these funds.
This bill would require CWIB and OSHPD to report to the
Legislature by April 1, 2012, and annually thereafter until
April 1, 2016, on the status of the council's activities and its
development of a health workforce strategic initiative. OSHPD
would need staff resources of at least $150,000 in FY 2010-2011,
$250,000 in FY 2011-2012, and $220,000 annually thereafter, in
order to fully participate in the council and its activities and
to produce the necessary reports. OSHPD would utilize funds from
its California Health Data and Planning Fund and would need its
fee authority to be increased to cover costs. CWIB would likely
need resources of approximately $150,000 to $200,000 General
Fund annually ongoing.
The Patient Protection and Affordable Care Act (ACA), enacted
March 23, 2010, provides for planning grants for workforce
development activities of $150,000 one-time. CWIB and OSHPD
jointly applied for the grant.
