To the Members of the California State Assembly:

I am returning AB 2564 without my signature.

This bill is unnecessary and would divert resources away from the
preparation of the Governor's budget, especially when the existing
tax expenditure report is already produced by the Department of
Finance and available to the Legislature and members of the public.

For this reason, I am unable to sign this bill.
