To the Members of the California State Assembly:

I am returning Assembly Bill 2597 without my signature.

This bill would use the resources of the Department of Motor Vehicles
in order to gain leverage in what are normally privately negotiated
business agreements.  Enforcing business agreements between
manufacturers and dealers should not be the role of the department.

For this reason I cannot sign this bill.
