SUBJECT : Vehicle registration: owner address
SUMMARY : Requires an application for an original or renewal
vehicle registration, and the registration card itself, to
include the residence address of the vehicle's owner, unless the
owner is a business, in which case the business address would be
required on the application and registration card.
EXISTING LAW :
1)Requires an application for an original or renewal vehicle
registration to include specified demographic information,
including the applicant's business or residence or mailing
address.
2)Requires a vehicle registration card to contain upon its face
the owner's residence or business address or mailing address.
FISCAL EFFECT : Unknown
COMMENTS : This bill results from a "ride-along" that the author
took with law enforcement officers in his district. The
officers noted that sometimes, when "running a plate," the
information they obtain simply yields the vehicle owner's
mailing address, which may be a post office box or place of
business. In many situations, what they really need is the
owner's home address. Furthermore, as supporters in law
enforcement point out, "All too often, our officers are involved
in traffic stops and are unable to locate the operator's home
address. Without this information, the officer cannot verify
that the driver of the vehicle is, in fact, the owner. AB 2646
closes that loophole."
