          BILL SUMMARY:  AB 2670 would establish the State Capitol  
          Sustainability Task Force to coordinate, develop, and complete a  
          State Capitol Sustainability Initiative to further the  
          sustainability practices at the State Capitol, the Legislative  
          Office Building, and the State Capitol Park grounds.

          STAFF COMMENTS: SUSPENSE FILE.
          
          The task force would consist of:
          - Two members appointed by the Speaker of the Assembly, each of  
          whom shall be a member or an employee of the Assembly.
          - Two members appointed by the Senate Committee on Rules, each  
          of whom shall be a member or an employee of the Assembly.
          - One member appointed by the Governor, who shall be a member of  
          the Governor's staff or a Governor's appointment in the  
          executive branch.
          - One member appointed by the Lieutenant Governor, who shall be  
          a member of the Lieutenant Governor's staff.
          
          In 2001, the State and Consumer Services Agency held the  
          Greening of the State Capitol Project.  Groups consisting of  
          users, facility maintenance staff, and consultants generated  
          action items in six areas: 1) energy saving design and  










          engineering, 2) waste reduction, 3) water conservation, 4)  
          indoor air quality, 5) community interaction, and 6) education.

          Actual sustainability initiative costs will depend on the type  
          and scope of projects and would likely continue for many years.

          Staff recommends the bill be amended to sunset the task force on  
          January 1, 2013 as two years should be sufficient to develop the  
          sustainability initiative.
